How independence enables DAL reduction
Development Assurance Level assignment is where safety analysis meets architecture, and it is among the most consequential decisions on a program because it sets the cost of everything below it. The starting point is the severity of the failure condition, but ARP 4754 allows the assigned level to be reduced when a function is implemented by independent members of a functional failure set — the idea being that if no single failure, and no common cause, can produce the top condition, each contributing item can be assured to a lower level. This is how well-architected systems avoid assuring everything to Level A.
The catch is that the independence has to be real and demonstrated, not assumed — which is exactly what Common Cause Analysis exists to check. Assignments that claim reduction without substantiating independence are a frequent source of findings.
