What the PHAC is and why it comes first

The Plan for Hardware Aspects of Certification is the keystone of a DO-254 program. It is effectively the compliance contract with the FAA or EASA: it summarizes the system and the hardware item, states the design assurance level, describes the hardware lifecycle and the processes that will be followed, and lists the data that will be produced as evidence. Because it is agreed early — typically at the first Stage of Involvement — the PHAC sets expectations for everything that follows.

A vague or incomplete PHAC is one of the most common causes of downstream churn. When the plan does not clearly define the lifecycle, the verification approach or the data to be delivered, teams end up reworking artifacts late in the program to satisfy reviewers. Getting the PHAC right is the cheapest insurance a hardware program can buy.
